Update CI jobs

Update compilers/versions in our GitLab CI testing:

• TOSS4:
  - [ ] intel/2022.1.0 --> intel/2023.2.1 (most codes are using that now)
  - [ ] Add clang C++17 test pipeline
• TOSS4 Cray:
  - [ ] rocm/5.6.0 --> rocm/6.0.3 (system default)
  - [ ] rocm/5.7.1 --> rocm/6.1.2 (newest stable version, most codes are using this)
• Blueos:
  - [ ] Remove XL for C++ (all codes are using clang now)
  - [ ] clang/10.0.1 --> clang/14.0.5-gcc-8.3.1
  - [ ] Add clang/16.0.6-cuda-11.2.0-gcc-8.3.1 (system default)
  - [ ] Add ibm-16.0.6-cuda-11.8.0-gcc-8.3.1 (requested by MC team)
• Cloud:
  - [ ] Update to new Docker images in RADIUSS repo
