I have a branch building with WARNINGS_AS_ERRORS on with g++ 8.3.0 and clang 9.0 on TOSS machines and passing all tests. However, when I try to modify .gitlab/specs.yml to add this flag for our CI testing, I see the clang builds failing. It appears to happen early on during TPL installation. I did not expect this Cmake flag to affect the TPL stage -- is this expected?
