Add /groups command

Lists all the team Telegram groups, only available to admins. Each group should be composed by:

• name: a link with the group's invite link
• description: really short

The link should be separate from the links we use to invite other people to the groups so they can be independently revoked, and setup with a label within telegram (like "administrators") to distinguish it from the others.
