Right now, if anything goes wrong, there is no way to recover it except to go through the "Connect to Coder" flow. If something is wrong (missing cli, config, token, etc) it should do whatever is needed to remedy the situation.

Might mean we need to store the URL instead of the config directory?

Should only reconfigure if token auth is enabled, otherwise there is no point.

Actually we can just track this in #391; this is the cause but that is the main symptom.
