Investigate adding data prefix/ suffix on charts components #107

Essentially, the request is for data label show non-number characters where needed.

$2.5M - would be an example of pre and suffix.
50% - just suffix
$23.95 - just prefix

Looks like we can do tooltip prefix/suffix but we'd have to figure out how this works with the Drupal component fields http://www.chartjs.org/docs/latest/configuration/tooltip.html#tooltip-callbacks
