Create table view for charts and download as CSV

• Table view / CSV data: We want to be able to show many charts as a table. We also want to allow users to download the data as a CSV. Both of these are very similar: displaying chart data in a tabular format. We should have a table data structure which can then be used to either render HTML, or create a CSV.
• Table view: Allows the visitor to view a the data for a chart as a table. This may not be supported by all chart type.
• Download as CSV: The table data should be downloadable as a CSV.
