[BUG] Organization Admins can't currently promote users to admin status #4724

Summary

Admin users should be able to promote users to admin status

Details

To check this out, sign in as [email protected], then click "My Organization", and "Edit", then scroll down to the bottom of the screen.

There are "Edit User" buttons. These should still be "Promote User", as they were in late August.

Promote User means to assign the admin role to the user.

We're reasonably sure that this broke when we switch the super user from doing a promote user to edit user.
We suspect that change affected the button on the org admin's view as well.

Criteria for completion

  • Admin users can promote users to org admin
  • tests to confirm this
