Maintenance release incorporating many small bugfixes. These include

• Improved handling of content types and streaming large request bodies by the archiver
• Improved error handling when databases are unavailable
• New "jobs" interface for coordinated control of multiple actuators
• New discovery tool for automatically finding and generating sMAP configuration files for devices on the local network
