Build b2 of the BeeWare support package for Python 3.9.

This is the first Python 3.9 support package where the macOS support is in static lib format, rather than binary format. The support package no longer contains a Python executable. The macOS support package also includes support for M1 hardware, and includes curses in the standard library.
