feat!: require jsdoc 4.x

As mentioned in the JSDoc 4.0.0 release notes, it no longer depends on taffydb, and I made the needed changes here.

4.0.0 (November 2022)

• JSDoc releases now use semantic versioning. If JSDoc makes backwards-incompatible changes in the future, the major version will be incremented.
• JSDoc no longer uses the taffydb package. If your JSDoc template or plugin uses the taffydb package, see the instructions for replacing taffydb with @jsdoc/salty.
• JSDoc now supports Node.js 12.0.0 and later.

😕 there are a lot of formatting changes to this that make it hard to review. Would you be up for splitting those out? Or just committing them to main and then merging/rebasing this branch?

Ugh, this is prettier that autoapplied the formatting, the only change I did was the import at the very top
