Prepares 1.0.0-rc.1 release

Description

This PR prepares the 1.0.0-rc.1 release which targets the v1-rc1 branch. Two things need to be done before this is merged.

• CHANGELOG Notes
• Merge [V1] Removes the generated 0.x plans from partiql-planner #1605 to v1-rc1
