Security support for Rails 5.1 ended on June 30, 2016.
Support for Ruby 2.5 ended on March 31, 2021.

Additionally, this loosens the sqlite3 requirement. Rails <= 5.1 had limits on the sqlite3 gem which were loosened in Rails 5.2.

Excludes Ruby 2.6 with Rails 7.0 because Rails 7 requires Ruby 2.7+

Thank you @HeyNonster for the PR! I believe the gem does not yet work with Rails 6 despite the tests passing, but we will embark on that path.
